The Odessa State Economic University is one of the leading and oldest higher educational establishments of economics in Ukraine. It was founded in 1921. In 1931 a credit reform was carrided out in the country. In this connection the Odessa Institute of National Economy was reorganized into the Credit Economic Institute (OCEI). In 1966 the Odessa Credit Economic Institute was reorganized into the Odessa Institute of National Economy which became a multipurpose center of training and retraining economists for industry, construction and agriculture. In 1970 the Institute was awarded a diploma of the Presidium of the Supreme Soviet of Ukraine for the successes achieved in training highly qualified specialists and development of scientific researches on the occasion of the 50-th anniversary of its foundation.

As a result of the 1993 Accreditation the Insti-tute was granted the highest, IV level of accreditation. The achievements and merits' of the Odessa Institute of National Economy collective body for the country were worthily appreciated by the Cabinet of Ministers of Ukraine and in accordance with its resolution of August 13, 1993 the Odessa State Economic University was set up on its basis. The International Staff Academy of the European Higher Education Center and the United European Universities Council ranked the Odessa State Economic University among the best educational establishments' of Ukraine which train the most highly qualified specialists. All that testifies to the fact that the Odessa State Economic University is an authoritative educational and scientific center in the South of Ukraine which carries out training of highly qualified specialists of economic type, post-graduate and preuniversity training, the University carries on scientific and research work on urgent problems of economic development in Ukraine.

Training of multi-purpose economists is done at 24 departments', which consist of 450 tutors, including 47 professors and doctors of science, 270 university readers and candidates of science. There are 12 Honoured Scientists' of higher school, researchers and 10 academicians. Cooperation of science and production is provided by 16 branches of the departments, as well as by scientific and research laboratories directly at enterprises. Training of scientific personnel is carried out through post-graduate and doctorate courses in 10 specialities: Political Economy; State Management and Regulation of Economy; Statistics; Economic and Mathematical Methods, Book-keeping, Analysis and Auditing; State Finaces; .Banking; Economy of Enterprises and Forms of Management; Management; Labour and Employment; Social Infrastructure. Two specialized boards on defending doctorate and candidate theses in 6 scientific specialities are quite well known in Ukraine and abroad. Seven departments carry out training and improvement of professional skill of specialists-economists:

THE CRADIT LCONOMIC DEPARTMENT is one of the leading departments at the University. The department carries out training of specialists in Banking and Credit, Payment and Currency Service of foreign economic activity.

THE ACCOUNTING ECONOMIC DEPART-MENT carries out training of specialists in account-ing and auditing in branches of national economy including enterprises with different forms of property, as well as in the sphere of small business. Demand for such specialists is growing constantly.

THE DEPARTMENT OF ECONOMICS AND MANAGEMENT OF PRODUCTION trains specialists in management, economics and organization of entrepreneurship, economics and organization of commercial enterprises in industry, economic statistics.

THE INTERNATIONAL ECONOMICS DE-PARTMENT provides preparation of specialists in the spheres of international economics-, marketing, economics and organization of tourism, management of labour resources.

THE FINANCE ECONOMIC DEPARTMENT carries out preparation of specialists for the financial and budget system and financial subdivisions of enterprises. The majority of graduates from this department work in the State Taxation Inspection of Ukraine. Transition to the market economy requires not only preparation of personnel with new knowledge but also improvement of professional skill of employed economists' from different branches of na-tional economy, as well as retraining of personnel from unengaged population for economic oriented specialties which are in demand on labour market. In this connection at the University extensive work done for improvement of professional skill and retraining of personnel. This work is carried out at the Commercial, Extramural and Improvement of Professional Skill of financial and bank system personnel Departments', and at the special department of Retraining of Personnel.

THE COMMERCIAL DEPARTMENT (evening form of training) trains specialists' of such type: management, economics' and organization of commercial enterprises in industry, finance and credit, accounting and auditing, marketing. Besides, there are other students at this department whose aim is to get a second higher economic education in specialities which are in great demand.

THE EXTRA-MURAL EDUCATION DEPARTMENT enables specialists' who have a practical experience, to get higher education without dropping work. This department trains economists' for such specialities: economics of entrepreneurship, finance and credit, accounting and auditing, marketing, management of labour resources.

THE DEPARTMENT OF IMPROVEMENT OF PROFESSIONAL SKILL FOR THE FINANCIAL AND BANK SYSTEM OF UKRAINE. Every year more than 1500 staffers from financial bodies improve their professional skill here, as well as from the State Taxation Inspection of Ukraine, the National Bank, the Joint Stock Bank "Ukraine", from the Savings Bank, the Pension Fund of Ukraine. Tutors from the Finance and Banking Business Department and also professors, university readers from other departments' of the University and leading specihsts of financial bodies and banks are engaged in training process.

THE SPECIAL DEPARTMENT OF RETRAINING carries out retraining of people from unengaged population who have higher noneconomic education, in such specialities as' management of economic entrepre-neurship (management), finance and credit (finance), accounting and auditing. The retraining is' done according to the orders of the regional centers' of employment institutions, enterprises and organizations, which are interested in training specialists. The University maintains stable scientific rela-tions with many higher schools of Bulgaria. Germany, France, Cuba, New Zealand and others. Research into problems of market functioning mechanism and regulation on of economy, management, computer's study are carried out together with the scientists of these Higher Schools. The Odessa State Economic University is a member of the International association of training economists.

THE MATERIAL AND TECHNICAL BASE OF THE UNIVERSITY. The University has at its disposal 4 buildings which house libraries and reading-rooms. They, as well as twenty lecture-rooms and laboratories are provided with latest scientific and methodical literature which takes about 5.000 printed sheets a year. The stock of personal computers is constantly widening. The students of the University have proper education facilities, they can spend their free time with interest. There .are 4 hostels for 2300 seats'. 2 can-teens, 8 refreshment rooms, a club, a sports-camp in Karolino-Bugas for 250 seats, sports-halls and sports-grounds near the hostels. Those who have a secondary education or school-leavers wishing to enter the University are admitted to 9-month and one month courses. They are instructed in subjects which are to be passed at the entrance examinations.
